Have the rookies of the year for the past to years been deserving?

as a penguins fan and DC native, i just noticed something about both malkin and ovechkin. they were drafted in the same year, yet neither played for their teams until 2 years later. im not saying they dont deserve it (but crosby is better than both), but i think that to win rookie of the year you should play for your team the year you are drafted or signed, not 2 or 3 years later. thoughts?
