Clinton Surplus Supporters, how is this a surplus?

There was never a "surplus" as we would think (i.e. More money collected than spent) The surplus was that more tax revenues from capital gains came in than expected partly due to the decrease in tax rates and also because of the stock options of .com workers cashing in. This meant that the admin would not have to take as much from Social Security as planned. The debt was not paid off as some people think and the deficit grew but not by as much.
