I just purchased a new computer and it came with windows7 installed and I need help?

I'm learning how to use it on the fly. Someone emailed me a doent,after I download and save it, when I go to open it I get a message about what type of encoding I want to use. I select system default, but all I get is garbage?? Does anyone know what I can do to get this file readable?
