If you're really as close with this guy as you say, just bring it up with him. If he's not automatically thrilled at the idea, then it's obviously not something you want to follow through with. I mean it's perfectly possible to have a social/romantic relationship at this point, since you HAVE actually talked to him face to face (over skype).
