Why is Obama now acting like he is really doing something in Libya?

Today Obama said "We are slowly tightening the noose" around Gadaffi. Obama is suddenly acting like he is doing something even after Hillary Clinton said yesterday that we would wait to see what the world does. Why, then, is Obama suddenly acting like he's engaged in the Libya issue and doing something?
